A manuscript claim can change while its citations stay in place. This prototype binds the exact wording and structured claim meaning to exact evidence, then independently recomputes whether the claim may remain, requires review, or must stop.

A valid certificate may certify VERIFIED, REVIEW_REQUIRED, or BLOCKED. The checker tests whether that decision follows from the supplied evidence.

The verdict-flip attack recomputes the outer certificate hash, so a checksum alone cannot catch it. The independent checker must reject the changed semantics.

The manuscript workflow has its own claim model. It reuses assurance patterns already exercised in RISU research software, including explicit semantic boundaries, content-addressed evidence, independent checking and mutation-based qualification.
